书法传统持续研究者
幼承庭训，四岁习画，毕其学于四川美院
师从罗维忠、唐允明、冯斌等名家
浸淫国画四十载，山水、花鸟俱佳，现专注于以传统水墨图式承载观念的表述。
作品多次参与两岸三地交流巡展，
在重庆美术馆、保利198文化驿站举办过个人画展，
作品《闲人》收录于陈昌柱先生编纂之《中国连环画年鉴》。
先生作品深受圈内藏家喜爱，藏家既有保利地产、中海地产、中国文艺家联合会等知名企业或机构，也有两院院士、港台文化名人、夏威夷及澳大利亚国画鉴赏家。
潜心作画同时，先生参与大量社会工作，包括
创立211和985工程国家重点大学电子科技大学艺术与设计系，
任职成都天府新区文化慈善促进会常务会长、海峡两岸文化交流中心蓉台书画院理事及（香港）中国书画家艺术研究院成都分院院长等。
Mr. Luo Jia He began to learn art at the age of four as a part of family education and became an artist at Sichuan Fine Art Institute. Studied under masters like Luo Weizhong,Tang Yunming, Feng Bin etc., he has been immersed himself in Chinese painting nearly 40 years. He is skillful both in landscape painting and bird-and-flower painting, now focusing on the illustration of perception with traditional Chinese ink-wash painting. He participated the exchange exhibitions of works within Mainland、Taiwan and Hong Kong many times and held solo exhibition at Chongqing Art Museum and Poly 198 Cultural House. His work "idlers" was selected by Mr. Chen Changzhu in his "Chinese Comics Yearbook". Well accepted by collectors, his works is collected not only by well-known enterprises and organizations such as Poly Real Estate, Zhong-Hai Real Estate, and the Chinese Literature & Art Joint Association, but by academicians, Hong Kong and Taiwan cultural celebrities and Chinese painting connoisseurs from Hawaii and Australia. Besides painting, he takes part in many social activities, including establishing the Department of Art and Design, UESTC ( university of 211 & 985 project), holding posts as the executive president of Council for the Promotion of Culture and Charity of Tianfu District Chengdu City, the director of Cross-strait Cultural Exchange Center Rongtai Painting and Calligraphy Institute, dean of (Hong Kong) Chinese Painting and Calligraphy Art Academy Chengdu Branch, etc.
